UK Business practices

No names, just facts for discussion..

Last time we are doing a lot of business with UK based SW companies.
Few days ago one very strange prospective client came to us and asked for our services.
Oh, that was reeeally Mr Hard ! He asked for references, past projects (all asp.net sites that we showed were quite small against his HUGE project), he called to our other VIP UK client and found him not so reliable (In fact i even asked our client call to him and tell a few words about us..) I even agreed to give him very low rate for our developer $15 in his project is so long term and huge..
We also filled a form about our company, were he even asked should he pay for our getting familiar with his project and so on..
Finally he contacted me in MSN and said that he need just about 20 h/week work! And asked more discount!

My questions are: what kind of business you can made looking to pay so low and save $15/week?
Is it a common practice for UK businesses? Maybe i am wrong but my position is that i am indisputable ready to pay +$1/hour for having deal with reliable partner who has office, pay taxes, have good Internet connection and so on..

How many more times i should listen this story from customers who came to us -
Oh, I had developer in India, he was $5/hour but then disappeared. Please help us with his code!

This will never stop i think..
