Interviewing best practices

Just had interview with "expert" for position of marketing manager in our company.
Some questions he could NOT reply:

What is ERP?
What is CRM?
What is lead?
What is sales pipe?

So i have questions:
What salary should i pay to him? His expectation was that i will pay him $1,500 for 3 marketing letters! God damn i am shocked!
